EMI half sold as Sony closes $2.2B publishing deal

LOS ANGELES (AP) ? A group led by Sony Corp. said Friday it has purchased Britain's EMI Music Publishing for $2.2 billion from Citigroup, creating the world's largest music copyrights company with a catalog that includes hits from Motown, The Beatles, Jay-Z and Norah Jones.

Now all that remains of the storied British label group is its recorded music division, which Vivendi's Universal Music Group has offered to buy for $1.9 billion. That deal is being looked at by European and U.S. regulators. If they approve some time later this year, the world's major music companies will be reduced from four to three.

Recorded music companies have argued that they need to combine resources to survive in an industry crippled by piracy, as the legitimate digital distribution of music is still in its infancy around the globe.

But publishing has remained a steady business over the years, despite the onslaught of the Internet and the ongoing decline of compact disc sales, because of its diverse revenue sources. And by acquiring EMI, Sony/ATV, a 50-50 joint venture between Sony and the Michael Jackson estate, will control just over 2 million copyrighted songs. The new entity is estimated to capture nearly a third of publishing revenue in the world.

Size wouldn't necessarily give the company the ability to use its dominance to boost licensing revenue, Sony/ATV argued, because licensing rates are closely controlled by laws in various countries.

Friday's clearance by the U.S. Federal Trade Commission means that regulators agreed the new entity would not have the market power to raise rates on its own or coordinate such a move with others, which could have affected the price of songs. The FTC's conclusion of its investigation without objections was the final hurdle before the deal's closing was announced later in the day.

"We've gone over the rainbow and hit the pot of gold," said Sony/ATV CEO Marty Bandier, adapting a lyric from "The Wizard of Oz" song "Over the Rainbow," which is part of the EMI catalog. Bandier ran EMI's publishing division for 17 years.

Last year, publishing companies generated about $3.9 billion in revenue, relatively unchanged over the last several years, according to Simon Dyson, editor of Music & Copyright, an industry newsletter.

Publishing's revenues have held up better than the recording side because there are more streams of revenue that aren't tied to declining sales of compact discs. Publishers and songwriters share a cut of about 8 to 9 cents for every 99-cent download purchased from online retailers like Apple Inc.'s iTunes. But they also make money from radio airplay, free online streaming and the placement of songs in movies, TV shows and commercials.

Sony/ATV's 11.7 percent share and EMI's 19.3 percent share means the combined entity will now control about 31 percent of the global market for music copyrights, leapfrogging past the 22.2 percent share of Universal Music Publishing Group, Dyson said. The next largest is Warner Music Group Corp.'s Warner Chappell with 14.1 percent. All independent music publishers combined have a 32.6 percent share.

Dyson said Sony/ATV will have increased leverage in setting licensing rates for new digital music startups if it chooses to bypass royalty collection societies like The American Society of Composers, Authors and Publishers in the U.S. But he acknowledged that would require a major shift in how most business is conducted.

"If you're a big publisher with a 10 percent lead, you're going to have a big say in what licensing rates are," Dyson said.

Fostering fair competition in the digital landscape was one of the concerns of regulators, according to Sony/ATV's Bandier. The company argued that even if there were still four major music publishers, new digital entrants like streaming music services Spotify or Songza would need to go to all of them to start up any business that has a chance to survive. It would need EMI's songs by Kanye West and Rihanna as much as it would need Sony/ATV's Beatles, Lady Gaga and Taylor Swift, Bandier said.

"It didn't make a difference if you'd put them together or separate, you'd still have to make a deal if you were a digital service that was just starting," Bandier said in an interview. "We had to convince all of the regulators that that was the case. We're happy we're past that. We never felt it would be an issue."

The transaction was cleared by EU regulators in April. That came after Sony/ATV offered the concession that it would sell the publishing rights to several catalogs as well as the works of 12 artists including Ozzy Osbourne, Robbie Williams, and Ben Harper.

Besides Sony, the buyers of EMI Music Publishing include the Michael Jackson estate and several investment funds including United Arab Emirates government-backed fund Mubadala Development Co.

Citigroup seized EMI from private equity firm Terra Firma in February 2011 after Terra Firma defaulted on $5.5 billion in debt stemming from its 2007 purchase of the music company.

(AP) ? The maker of the BlackBerry is running out of time.

Research In Motion Ltd.'s stock fell to a nine-year low Friday, a day after the Canadian company said phones running its upcoming BlackBerry 10 operating system won't be available until after the holiday shopping season.

Sales of the once-pioneering BlackBerry phones, which now look ancient next to the latest iPhones and Android devices, fell 41 percent in the latest quarter and likely won't pick up again until new phones come out.

By then, it might be too late. When the new BlackBerrys go on sale in the first three months of 2013 ? assuming there won't be yet-another delay ? people will have even more choices:

? This fall, Apple Inc. is expected to release a new iPhone with an improved Siri virtual assistant. It promises a new mapping service that sports voice navigation.

? Samsung and other phone makers are continually selling new models that run Google's Android operating software. The next version of Android, expected in mid-July, will have improved search and photo sharing.

? Phones running a revamped version of Microsoft's Windows system are also coming this fall.

BlackBerrys were once a staple in corporate environments because of their reputation for security and reliability. People pulled them out to check email in restaurants, living rooms and vacation homes such that they became known as "CrackBerrys." When he became president, Barack Obama refused to part with his BlackBerry despite worries about complying with public-record laws.

But BlackBerrys lost their cachet when iPhones came along and demonstrated that smartphones could be good for more than email. People could now watch movies, play games, read books and update their Facebook statuses easily. Outside software programmers started spewing out apps to extend the devices' functionality and popularity.

RIM portrays BlackBerry 10 as its way of catching up. It promises the multimedia, Internet browsing and apps experience that customers now demand.

RIM unveiled it last October, long after BlackBerrys began to slip in stature. Analysts had hoped to see BlackBerry 10 phones by early 2012, but RIM said in December that they won't be available until late in the year because they needed a chipset that wasn't available yet. Now, RIM said the phones won't be out until 2013.

With yet another delay, BlackBerry loyalists may not be willing to wait longer. Already, the BlackBerry's U.S. market share has plummeted from 41 percent in 2007 to less than 4 percent in the first three months of 2012, according to research firm IDC.

"The possibility of a comeback is rapidly diminishing," analyst Steven Li at Raymond James said in a research note. He added that the delay also could discourage outside software developers from writing BlackBerry 10 apps that rival the thousands available for iPhones and Android devices.

Sterne Agee analyst Shaw Wu said RIM's main concern should be "more about staying alive. We believe the company needs to be careful with its cash or risk facing bankruptcy."

The company has hired J.P. Morgan and RBC Capital Markets to help evaluate various recovery plans, including opportunities to partner with other companies and license software. The company has said it's not actively looking to sell itself, but it wants to be prepared.

Most analysts have started looking at RIM not as a company with a future but as a collection of parts that could be split up and sold separately to the highest bidder. RIM's portfolio of patents is particularly valuable in a climate where Apple and other phone makers are suing each other over the originality of phone designs and techniques.

RIM disclosed the BlackBerry 10 delay after the market closed Thursday as part of its quarterly earnings report. RIM's stock fell $1.74, or 19 percent, to close Friday at $7.39. That's the lowest price since September 2003. RIM did not return messages for comment Friday.

RIM's revenue fell 43 percent to $2.8 billion in the latest quarter, which ended June 2. Besides selling fewer phones, RIM tended to sell less-profitable models and had to offer discounts in the U.S. to stem consumer defections. RIM also had a higher proportion of subscribers on lower-cost plans, meaning less revenue from email, messaging and other services offered through those devices.

Gross profit margin in the quarter was 28 percent, compared with 44 percent a year ago and 33 percent in the previous quarter. To make up for that, RIM is looking to cut $1 billion in expenses this year, which will include a 30 percent reduction in its workforce.

During a conference call with analysts Thursday, RIM CEO Thorsten Heins said the company is expecting the next several quarters to be "very challenging."

Analysts at Nomura Securities said management appears to be pushing price cuts as a way to keep people buying BlackBerrys until the new system "comes in to save the day in 2013." But that strategy, he said, is one that "has a very low likelihood of success and that will most likely drive RIM into irrelevance."

Mysterious African 'fairy circles' stump scientists

In the sandy desert grasslands of Namibia in southern Africa, mysterious bare spots known as "fairy circles" will form and then disappear years later for no reason anyone can determine. A new look at these strange patterns doesn't solve the wistful mystery but at least reveals that the largest of the circles can linger for a lifetime.

Small fairy circles stick around an average of 24 years, while larger ones can exist as long as 75 years, according to research detailed Wednesday in the journal PLoS ONE. Still, the study sheds little light on why the circles form, persist and then vanish into the landscape after decades.

"The why question is very difficult," said study researcher Walter Tschinkel, a biologist at Florida State University. "There are a number of hypotheses on the table, and the evidence for none of them is convincing." [ See Photos of Fairy Circles ]

Circles of life (and death)
Tschinkel grew interested in fairy circles during a 2005 safari to NamibRand Nature Reserve in southwest Namibia, in the Namib Desert. It was his first experience with the round clearings, tens of thousands of which expose the red sandy soil in the area. A short time after the circles form, a tall ring of grass grows around the border, highlighting the bare area.

Few researchers have studied fairy circles, in part because of their remoteness, 111 miles from the nearest village. It's an arid landscape where springbok, ostriches, leopards and other large animals roam, Tschinkel told LIveScience.

"It's like dying and going to heaven if you like remote, beautiful desert places," he said.

At first glance, Tschinkel assumed the circles marked underground nests of harvester termites. But digs have shown no evidence of termite nests under fairy circles. Other explanations, such as differences in soil nutrients or the death of seedlings by toxic vapors from the ground, have likewise failed to hold up to study.

In fact, little was known even about the life cycle of the circles, Tschinkel said. With the help of the nature reserve's staff, satellite images and aerial photos, he set out to change that. By comparing satellite images from 2004 and 2008, he found that circles are quite stable, popping up at nearly their full size, or growing quickly to full size once they get started.

The smallest are about 6.5 feet in diameter, while the largest can be almost 40 feet across. Winds scour the bare areas of soil, turning them into slight depressions. Eventually plants move back in, recolonizing the circles and leaving only slightly indented "ghost circles" behind. [ Gallery: Aerial Photos Reveal Mysterious Stone Structures ]

Assuming that the overall number of fairy circles on the landscape is fairly steady, Tschinkel used the satellite photos to look at how quickly the circles go from birth to maturity to revegetation. That yielded rough estimates of the circles' life spans. Most probably exist for 30 to 60 years, Tschinkel said.?

Persisting mystery
Tschinkel was able to bolster these estimates thanks to a fundraising effort by the Namib Rand Nature Reserve, which sells sponsorships to fairy circles. The sponsored circles are marked with a ceramic plate, and their GPS coordinates are recorded. Over the 10 years of the sponsorship program, staff members have checked on the status of the sold circles. Their data yielded similar age ranges for fairy circles as the satellite images did, Tschinkel found.

He also determined that the circles form only on sandy soil with minimal stoniness, and that they don't form on shifting dunes or alluvial fans, where sands are deposited by water.?

Some of Tschinkel's experiments are still ongoing, but so far, they've generated no leads on the circles' origins. Tschinkel suspects the circles are the product of some form of natural self-organization by plants.

"There are some mathematical models that are based on the idea that plants can withdraw resources toward themselves, which has a positive feedback on plant growth where they're located, but it has a negative effect on plants at a greater distance," he said.

Computer models based on this math can generate landscapes that look a bit like the fairy circle fields of Namibia, he said. But even if that hypothesis is on the right track, it doesn't explain how the plants are creating this pattern, not when hoarding soil nutrients and some other possible factors have already been ruled out.

With few people studying the circles ? and no funding for chasing down the mysteries of the landscape of southern Africa ? Tschinkel said the fairy circles will likely remain an enigma.

"I'm not too worried that this mystery is going to be solved anytime soon," he said. And the persistence of the mystery makes it ever more intriguing.

"That's science, isn't it?" Tschinkel said. "If you knew the answer ahead of time, it wouldn't be much fun."

Think about the tips below before purchasing the following workplace couch.

Seats Degree

Your detail of a seat is an essential portion inside the total comfort of your office couch. In case you have the seat that is certainly not big enough you won?t have the assistance needed for the thighs and leg by sitting comfortably throughout the day. Should your couch is just too massive, this may set pressure contrary to the rear of the knees which could also result in discomfort. Whilst sitting, look at the long distance from the again of one?s leg to the back rest. You need to have a good inches and a half or perhaps 2-3 fingertips range between the seat border along with back with the joint. If you?re puzzled by if the couch is going to be short to suit your needs, take into account obtaining a chair containing an opportunity to get a couch slider allowing that you can adjust the actual degree of your easy chair.

Chair Elevation

Your own seat ought to enable you to stay with your toes toned on to the floor or over a feet remainder using hips tendency at the Three months level perspective. This could be reached using the suitable chair top. Measure the height from your flooring on the wrinkle at the rear of the leg. Take into account the type of shoes which you normally put on to operate, high heel by way of example could add several ins onto the peak from the seats necessary. Many office seats will still only have a single canister measurement allowing for approximately the 4? selection of adjusting, nonetheless, some specialty ergonomic office chairs have the option for several height cylinders which is often people to individuals that are higher or shorter.

Arm rests

A lot of today?s people who use computers expertise neck/shoulder ache because of their biceps becoming increased along with unsupported. The actual chair support ought to completely support the frame in level and breadth. Any chair support which is not big enough is not going to offer entire support and one that?s too big will not likely enable cozy by using your armrests. Consider the distance involving armrests to make sure they?re not too wide in which you should attain to work with your armrest or even too narrow exactly where you are unable to take a seat.

The 5-inch kiddie slate is compatible with the Vinci Curriculum and Kids library apps, and keeps the option for Parent Mode for when Dad wants to check the football scores via the Android-based OS. Designed for users kids on the go, the tablets can also be networked for some little-LAN action. It's still the same 1.2 GHz A8 Cortex running the show, but if you thought that smaller screen might mean more battery, then sadly you're mistaken, with the company's own website estimating just four hours of junior-fun -- half that of the larger version. That said, up for pre-order at $169 ($80 less than the 7-incher) maybe that's enough to soften the already rubberized blow.

Injected Proteins Protect Mice From Lethal Radiation Dose

Radiation and life are not mutually exclusive. Heck, there are fungi and bacteria that THRIVE on radiation:

http://en.wikipedia.org/wiki/Radiotrophic_fungus [wikipedia.org]

http://en.wikipedia.org/wiki/Deinococcus_radiodurans [wikipedia.org]

http://en.wikipedia.org/wiki/Thermococcus_gammatolerans [wikipedia.org]

This treatment mentioned here has another key use besides radiation accidents on Earth: long term space travel.

If we are going to Mars, we are going to have to harden the human body to radiation exposure.

Through some combination of genetic treatments gleaned from researching radiation extremophiles, and research like this excellent find on these proteins, the human body should be able to be hardened to long term high levels of radiation. That's excellent news for space travel.

Next step on path to playoff: Presidents chime in

NEW YORK (AP) ? The only things standing in the way of a major college football playoff are 12 university presidents.

They figure to be more of a speed bump than a road block.

The BCS commissioners will present their four-team playoff proposal to the presidential oversight committee Tuesday in Washington.

The committee is headed by Virginia Tech's Charles W. Steger and includes one university leader from each of the 11 major football conferences, as well as independent Notre Dame.

Whether approval will come quickly or the presidents will take some time to mull over the proposal, maybe toss it back for tweaks, is unknown. The commissioners have been careful not to get too far out in front of the presidents when publicly talking about a playoff.

But it is safe to say the men who have spent hours upon hours hashing this out over the last six months believe their bosses will approve of their work.

"I'm confident as we brief (the presidents) over the next week or so, give them an understanding of the evolution of the ideas ? what's been put off to the side, why it's been put off to the side, how we were able to manage the things that seemed to be irreconcilable for a long time ? that they will give our advice appropriate weight," Big Ten commissioner Jim Delany said after last week's meetings in Chicago.

"Could there be a present with a bow on it and everything wrapped up (Tuesday)?" Delany said. "It could happen, if you're real optimistic. But I would think we'll probably need to spend some more time together, and probably resolve some outstanding issues."

The Big Ten presidents and their cohorts in the Pac-12 haven't been as quick to embrace the idea of a playoff. A model called the plus-one, which is basically the BCS but with participants for the No. 1 vs. No. 2 championship game determined after the bowls are played instead of before, was deemed preferable to a playoff by those leagues.

Nebraska Chancellor Harvey Perlman, who is a member of the oversight committee, has said he still prefers the status quo to a playoff and that he will need convincing to sign off on the commissioners' plan.

But he also usually qualifies his comments on changes to the college football postseason the way he did to The Washington Post last week: "Clearly, that all the commissioners reached a consensus of some sort is a big step," he told the newspaper. "I think the presidents would be reluctant to overrule the people that actually work in the area unless there was good reason to do so."

The plan to be presented would go into effect during the 2014 season. Under the proposal, national semifinals would be played on New Year's Eve or New Year's Day. The sites for those games will rotate among the four current BCS games ? Rose, Sugar, Orange and Fiesta ? and possibly another bowl or two.

The national championship game would be played about 10 days later at another neutral site. The title game site would be bid on the way the NFL handles where the Super Bowl is played. Any city that can pay the multimillion dollar tab and accommodate a huge event could potentially host college football's championship game, including those that don't currently host bowl games.

The plan also calls for college football's final four to be determined by a selection committee, though who will be on that committee and how big it will be is to be determined.

The commissioners are also working on parameters and guidelines to give the proposed selection committee that they hope will eliminate some of the subjectivity that hampers the current system.

The commissioners want strength of schedule emphasized and to give conference champions some preference. They are also working on power rankings, similar to the RPI used by the NCAA basketball tournament selection committee.

The commissioners will have about four hours Tuesday to make their case. While they would like to have this wrapped up sooner rather than later, there is really no hard deadline.

The new format needs to be finalized by the time television contract negotiations begin in the fall. The current deal ends after the 2013 season.

Current TV partner ESPN will have an exclusive first crack at making a deal, but there is no drop-dead date for that window to open.

So even though there is no finish line, the end of this playoff process seems to be approaching.

Wieters' 2-run HR in 8th lifts Orioles

By DAVID GINSBURG

BALTIMORE (AP) - A tense interleague series between two neighboring teams with exceptional pitching staffs was decided by a timely swing from a player who almost got the day off.

Matt Wieters hit a two-run homer in the eighth inning to interrupt Baltimore's agonizing offensive struggle, and the Orioles squeezed past the Washington Nationals 2-1 Sunday.

Baltimore appeared headed for its third shutout loss in six games before Adam Jones led off the eighth with a single off Sean Burnett (0-1) and Wieters drove an 0-1 pitch over the center-field wall.

"It felt great," Wieters said. "Everyone was battling up there, trying to grind through at-bats to get a run, and to finally get one was great."

After Wieters gave Baltimore the lead, he sealed the victory in the ninth. With one out, Jim Johnson struck out Danny Espinosa and Wieters threw out Ian Desmond attempting to steal second base.

"Any out you can get, especially the 27th out, is huge," Wieters said.

Orioles manager Buck Showalter considered resting his workhorse catcher, who also played Saturday night, then decided against it.

"I came close to not playing Matt, with an off-day (Monday)," Showalter said.

Prior to the home run, the Orioles wasted several scoring opportunities and stranded eight runners over seven innings. Baltimore scored only five runs in the series and went 1 for 16 with runners in scoring position, yet still managed to win two of three.

"You win games with pitching," Wieters said. "And then it takes one big swing, or a couple of guys to get on and find some holes, and then you're right back in the lead."

The way the Orioles were hitting, it seemed unlikely they would mount a sustained attack against the Nationals. Fortunately, Wieters gave Baltimore everything it needed for another interleague victory.

"Clutch," teammate J.J, Hardy said. "I mean, to win a ballgame like that the way we've been swinging was something we needed. It just didn't seem like we were going to piece together a bunch of hits."

The Orioles finished 11-7 in interleague play and won five of six series.

Pedro Strop (4-2) got the final out in the eighth for Baltimore and Johnson worked the ninth for his 22nd save.

Ryan Zimmerman had the lone RBI for the Nationals, who scored five runs in the series. Washington was 34-2 when leading after seven innings.

The Nationals looked every bit like the team with the best ERA in the majors - except for that one pitch to Wieters.

"He just got a fastball over the heart of the plate," Washington manager Davey Johnson said.

"I tried to go with my strength and left the ball out over the plate," Burnett said. "He's a good hitter and made me pay for it."

Wieters' hit turned the series in Baltimore's favor. The Orioles won the opener 2-1, then lost 3-1 before taking the finale.

"We play a lot of close games, and our bullpen expects to get the job done in those situations," Burnett said. "Today I let one slip away."

Making his first start for the Nationals since May 25, Ross Detwiler allowed four hits and walked two in five innings. In his previous start against Baltimore on May 19, the left-hander gave up six runs. But that was at a point in the season when the Orioles scored 32 runs over a six-game span.

Jake Arrieta gave up one run and five hits in six innings, and it still took an unlikely comeback by the Orioles for him to avoid becoming the first 10-game loser in the big leagues this season.

Zimmerman snapped a 5-for-49 slump and gave Washington a 1-0 third-inning lead with a two-out single that scored Jhonatan Solano. Zimmerman, who had a cortisone shot in his ailing right shoulder before the game, went 2 for 4.

Detwiler retired his first seven batters and was cruising until the fourth, when Baltimore loaded the bases with two outs. Ronny Paulino hit a harmless fly ball to end the threat.

In the Orioles fifth, two singles and a groundout put runners on second and third with two outs for Jones, who hit a fly ball to deep left.

Bryce Harper led off the Washington sixth by turning a bouncer up the middle into a dash-for-second double, but Arrieta worked out of trouble by getting Desmond to hit a two-out popup.

Baltimore's frustration continued in the seventh, when Hardy grounded out with runners on second and third and two outs.

NOTES: On Monday night in Colorado, Washington RHP Stephen Strasburg vies to become the first player in Nationals history to win seven consecutive starts. ... The Orioles open a two-game series against the Los Angeles Angels on Tuesday. LHP Dana Eveland likely will begin paternity leave on that day, and it's possible that RHP Matt Lindstrom (finger) will be activated from the disabled list to fill out the Baltimore roster. ... Nationals closer Drew Storen, who had elbow surgery in April, hopes to make his season debut next weekend in Atlanta. ... Held out of the starting lineup in part because of an 0-for-28 slump, Baltimore's Chris Davis flied out as a pinch hitter. ... The Orioles have gone 17 straight games without a stolen base, their longest such streak since a 20-game run in June 1962.

Mo. mom charged after 10-year-old found in closet

(AP) ? A Kansas City woman was charged Saturday with abusing her 10-year-old daughter who weighed just 32 pounds when she was found locked in a closet that reeked of urine.

The 29-year-old woman faces charges of assault and child abuse and endangerment in Jackson County Circuit Court. The Associated Press is not naming the mother to protect the child's identity. Prosecutors are requesting that bond be set at $200,000.

Officers freed the girl after responding Friday morning to a call to a child abuse hotline. Neighbors told police that they didn't know the malnourished child taken from the public housing complex even lived there.

When officers first arrived, two women told the officers that the mother had left about 20 minutes earlier with two girls, whom they described as "clean and well fed," a Kansas City officer said in the probable cause statement.

A social services worker said there should be three children at the home. But the women insisted, "No, we have lived here for several years, and she only has two daughters that stay here, and we have never seen the other girl, but we heard she stays with the father or an aunt," the probable cause statement said.

Officers ultimately made their way into the apartment, where they found a portable crib pushed up against a bedroom closet, which was tied closed. The officers asked if anyone was inside, and a child's voice answered "yes," the probable cause statement said.

The girl told officers that her mother took her sisters out to breakfast, but she didn't go because "she messes herself."

The girl was transported to a Children's Mercy Hospital, where she was diagnosed with multiple skin injuries. Hospital staff said she had gained just 6 pounds since she last was at the hospital six years earlier.

The girl told detectives who interviewed her at the hospital that her mother puts her in the closet "a lot," that she doesn't get to eat every day and that she "does not want to go back home anymore." The girl also said she gets in trouble "because she keeps peeing on herself" and her mother will "punch her on her back real hard," according to the probable cause statement.

The mother was arrested later Friday and the two younger children were placed in protective custody. The mother told police she doesn't let the 10-year-old leave the house because she knows the girl is malnourished and would "get in trouble if someone saw her."

The mother's boyfriend, who is not the girl's father and hasn't been charged, said he hadn't seen the girl in about a year. He said that when he asked about her, the mother told him she was with her aunt or in her room because she was in trouble. He said he never knew the mother put the girl in the closet or "he would have done something about it," the probable cause statement said.

Mike Mansur, a spokesman for the Jackson County prosecutor's office, said the mother hasn't said why she singled the girl out.

Utah, Colo. fires keep thousands from homes

Firefighters struggled on Saturday to contain wind-stoked wildfires that forced the evacuation of more than 2,000 people in Utah and 1,000 more in Colorado.

Fanned by winds, the so-called Dump Fire about 35 miles south of Salt Lake City, Utah grew to 5,600 acres on Saturday from 4,000 late Friday, and was only about 30 percent contained, Bureau of Land Management spokeswoman Cami Lee said.

In neighboring Colorado, firefighters grappling with the High Park Fire, a 75,537-acre blaze burning in steep mountain canyons west of Fort Collins, braced for another round of hot temperatures, low humidity and erratic winds on Saturday.

Late Friday afternoon, wind-stoked flames jumped containment lines and roared through a subdivision, destroying an estimated nine homes, Larimer County Sheriff's Office spokesman John Schulz said.

About 1,000 evacuation notices went out Friday night due to the fire's run.

The additional property losses bring to 200 the number of dwellings lost in the two weeks since the lightning-sparked blaze was first spotted in Colorado.

The Utah fire is burning primarily south and west of Saratoga Springs, where wind gusts of up to 35 miles per hour were expected to confound firefighting efforts, Lee said.

Officials say target shooters triggered the blaze near a city landfill on Thursday. It is the 20th fire in Utah started by target shooting this year, they said.

On Saturday, officials revised down substantially the number of people evacuated in Saratoga Springs and nearby Eagle Mountain. Some 588 homes were evacuated in the two towns on Friday affecting up to 2,500 residents, according to Jason Curry of Utah's office of Forestry, Fire and State Lands.

On Friday, officials had said up to 9,000 people were evacuated. The substantial change followed a more accurate count, Curry said.

Utah officials will decide later in the day if any residents will be allowed to return home, Lee said.

"We're waiting to see what the winds do," she said. "We have a lot of unburned areas between the fire area and the homes and with the high winds, things can always change quickly."

Some 450 firefighters were on the ground Saturday in Utah, with support from two air tankers and several helicopters, Lee said. One firefighter had suffered minor burns, but no other injuries had been reported.

The Colorado fire is blamed for the death of a 62-year-old grandmother who perished in her mountain cabin. The High Park Fire is already the state's most destructive and the second-largest on record in Colorado.

Incident commander Bill Hahnenberg said crews deployed in the narrow Colorado canyons had to retreat on Friday when the fire blew up and they could no longer protect homes.

"We had a very difficult time," Hahnenberg said.

The fire is burning on private land and on sections of the Roosevelt National Forest.

Although federal authorities say the fire season got off to an early start this summer in parts of the Northern Rockies, the acreage burned nationwide is about on par with the 10-year average for this time of year, according to fire agency records.

The biggest by far is the Whitewater-Baldy Complex fire in New Mexico, that state's largest on record, which has charred almost 300,000 acres. That blaze is nearly 90 percent contained.

Reuters and The Associated Press contributed to this report.

Jerome Armstrong: Charlie Rangel: It's Time to Stay Home

The 13th Congressional district primary election in New York City is coming up, at the beginning of summer, on a hot Tuesday. Turnout will be low. Incumbent Charlie Rangel has his back being held up by the establishment, hoping there is enough of an electoral machine left to squeeze out enough votes to go back to Congress once again. That would be a miserable outcome, and it seems likely that a better one will occur. If both the New York Post and The New York Times can both agree that 42 years is enough, there's gotta be hope for a different outcome.

Rangel represents what's wrong with Congress in so many ways. Entrenched, ethically compromised, and with questionable money sloshing around his personal interests. And the only hope to beat him is in the primary. And that's the case with 80 percent of Congress today. We have to replace the Rangels of Congress, on both sides, if we have any hope of confronting the problems of our political divide in an honest manner.

The hope of the Campaign for Primary Accountability is that honest political activists, coming from different political ideologies, can agree on one thing. Congress would be more likely to confront our problems with long-term solutions if we swap out that 80 percent of old guard entrenched congressional representatives, with more principled, accountable, and transparent politicians.

Looking at the bigger picture, if there is any hope for our changing the government, a few things have to be acknowledged.

One: There is no longer a middle centrist ideological ground to occupy in Congress. Ten years ago, when this was being pointed out, there was a lot of resistance but even that has gone by the wayside. The ideological divide in our politics between the progressive and the conservative will not go away, and will only become more stark.

Two: There is a political divide between the establishment and the people, between those with access and those who are getting the shaft. It's a divide that lets those with monetary influence and lobbying access bend laws to favor their wealth and power, and lets incumbents leverage that influence and access in order to maintain their position without electoral challenge.

Three: The extent of partisan divisiveness has reached an extreme level. To identify as a partisan Democrat or Republican means you're willing to accept that your "team" winning is more important than anything -- you'll say or represent whatever it takes. The partisan engagement in political discourse seems limited to self-serving talking points and gotcha moments, on a near hourly basis.

These three political divides are not exclusive of each other, but they are critical to understanding what political activism calls for to produce real change today, and real change means a radical departure from what has been our previous expectation.

Everyone recognizes that the second divide mentioned above is the real problem. Our government is owned by someone, and it's not you. You're told by the politicians that they want to change that, and the only way to do it is by helping one or the other of the parties to gain exclusive power. It seems to make sense, but it doesn't work, because it's not true.

The real path is to reject being hyper-partisan, in favor of being more true to your values. And if we do that, it opens up a lot of doors for a radical change of Congress. And that brings us back to defeating Charlie Rangel. He's just one of many, but if we take them on one by one, replacing them in the primaries with more honest politicians, we will be making progress.
