May perform one or more of the following:

ACS is responsible for the development of a Health Enterprise System for Medicaid of California (Medi-Cal). The Business Change Management (BCM) Analyst will report to the Transition Manager. The BCM Analyst will have primary responsibility for working with Operational stakeholders to map the business processes from "As Is & To Be". As a BCM Analyst we are looking for Subject Matter Expertise based on phase of Health Enterprise development.
As part of the Operations Transition (OTT) Team the BCM Analyst will collaborate with the Cultural Change Management (CCM) Team and other members of the Business Change Management (BCM) team, and the Transition Management Support staff.

This position will require a high degree of flexibility and a passion to drive change the country's largest Medicaid system. The BCM Analyst will be a client and operations facing position. The ability to learn and understand complex current business processes and migration of the process effectively to the Health Enterprise "To Be" state that is both complex and entirely new to both client and current operations staff. We are looking for people comfortable in meeting with and presenting to Clients, Leadership, Colleagues, Coworkers, Technical and operational staff. Work collaboratively with the client, with minimum supervision and meet tight deadlines.

Responsibilities
? Participates in ACS-required employee training
? Participates in Legacy system training
? Participates in Health Enterprise training
? Participates in Business Change Management sessions with the Transition Team
? Oversees the deployment of training to appropriate personnel to prepare for Operational Readiness
? Facilitate Business Process gathering sessions
? Conduct and manage gap analysis activities
? Produce Operations Transition Team MITA Compliance Documents
? Act as a Change Agent equally comfortable working with senior management as with line staff.
? Facilitate alignment between the State agencies and Project business partner(s).
? Documenting lessons learned after each implementation phase
? Assists with updating of Business Operations Procedure Manuals as part of transition to the Health Enterprise System
? Confers with subject matter experts to obtain information or clarify facts.
? Coordinates feedback documents for consolidation, proper distribution and timely completion.
? Responsible to maintain all Transition Schedule items pertaining to operational business area documentation and deliverables.
All other duties as assigned.

Subject Mater Expertise for this position ? Subject Mater Expertise of Medicaid/Medicare Drug Rebate processes
? Subject Mater Expertise of Medicaid/Medicare Drug Utilization Review
? Subject Mater Expertise of Medicaid/Medicare Prior Authorization or TAR
? Prior Medi-Cal Experience (desired)
Preferred Experience/Qualifications ? Bachelor's Degree in related field or equivalent work experience
? Minimum three years Project Management experience (PMP desired)
? Experience with the following software is preferred: Adobe Create Suite, SharePoint, Microsoft Office Suite, Visio, and MS Project.
? Experience working in Medi-Cal, State Medicaid, Medicare or Commercial Health Insurance or other healthcare environment.
? Ability to build and maintain excellent relationships with both clients and co-workers
? Ability to effectively work independently and in a cross functional team environment
? Demonstrated analysis skills and use of logic and creative problem solving methods to
investigate and resolve difficult problems with effective solutions
? Consult with internal clients and subject-matter-experts to assess training needs and propose learning solutions.
? Proven ability to effectively evaluate program effectiveness and process improvement skills
? Experience with large scale IT implementations
? Ability to effectively guide and mentor staff
? Excellent verbal and written communication skills
? Medicaid Enterprise experience (desired)
